Cyber Defense Group update
The State Department’s Bureau of Consular Affairs published an Application Processing System Sources Sought notice on October 27. Its draft SOW spans passport-application intake, scanning and data capture, fee processing, courier delivery and future digital support.
The RFI asks industry how it would meet a 24-hour processing standard, provide redundant capacity across at least two continental U.S. facilities, and manage forecast-driven firm-fixed pricing and surge demand.
CDG’s capture takeaway: map the full delivery team before deciding to pursue. Processing operations, fee-handling experience, technology and logistics all matter. Address the draft’s questions about volume risk, transition and future work instead of treating this as a software-only requirement.
SAM lists NAICS 522110 (Commercial Banking) and “No Set aside used.” Confirm the intended competition and requirements with the contracting officers. Draft volumes, pricing provisions and future capabilities remain planning assumptions, not guaranteed business or final contract terms.
