Cyber Defense Group update
USTRANSCOM’s November 1 Sources Sought notice TRANSCOM27C001 seeks market information from Commercial Airlift Review Board (CARB)-approved passenger carriers operating under FAA Part 121 or Part 135.
The anticipated service connects Honolulu with Wake Island and Kwajalein Atoll. The RFI describes two round trips per month on each route, with up to 39 passengers for Wake Island and up to 12 for Kwajalein. A combined routing may be proposed for efficiency.
The attached RFI asks for aircraft availability, FAA operating authority, CARB approval status, overwater capability, backup-aircraft support and non-binding rough-order-of-magnitude pricing. It also asks respondents to explain turnaround self-sufficiency where government ground support is limited or unavailable.
Questions are due November 9, 2026, at 4:00 p.m. CST (22:00 UTC). RFI responses are due November 13 at 4:00 p.m. CST (22:00 UTC), with a 12-page limit excluding title pages and the cover letter. Use the official notice and attachment for the complete submission instructions.
CDG’s capture takeaway: qualify the operating carrier, available aircraft and remote-airfield support model before investing in a response. A tailored capability package should connect the proposed operating approach to the requested cost and recovery assumptions. The notice does not establish a separate subcontracting opportunity.
A companion posting, TRANSCOM27C001SUB, uses NAICS 481211; the primary posting uses 481111. Both link to the same RFI document, which references both NAICS codes and encourages capable businesses of all sizes to respond. Neither posting identifies a set-aside.
This is market research, not a request for proposals or a contract award. The RFI says no contract will be awarded from it, and any anticipated award timeline is to be determined and not guaranteed.
